Secret Societies do this all day.The definition you gave of gang stalking could of easily applied to me. But the Planned out gang stalking is a little different that passive gang stalking which is more effective when your in an area full of them where less effort is needed. Gang stalking can be done physical stalking,or mental and psychic stalking there is a difference. but both share commonality where they create suspicion in your mind but don't give enough evidence to justify your conclusions
