It really depends on how the sand rail is geared. Whats the final drive. If it uses a auto, auto cvt, or a manual. I've seen 1100hp and up mud racers that are very controllable. Some of them had pro stock engines, pretty crazy.

i understand that, but there's a BIG difference between 1000hp and 1400hp. It seems that you know your stuff. But to use this motor above (which is what were talking about here) in a sandrail would be difficult, because it is specifically made to push out big numbers, and nothing else. Those motors tend to be hard to drive when put in a car, now put that in a super light sandrail and once boost kicks in you'll be spinning out. You could do it, but no point, you can't really drive it.

With a three rotor the torque curve would jump at about 4k and then be linear with rpm with that size turbo. I've drove a 1000hp 13brew and it wasn't unstable at all. The rotaries exhaust pulse is so strong that boost comes in at low rpm and is fairly easy to modulate at higher rpm.

You can't compare their displacements because they operate completely differently from one another, "that's it that's all". One is not superior to the other, one is not inferior, they both have advantages and disadvantages. It's when people use piston engine logic to classify rotary engines' displacement that the arguments start. :)
