No, it's not pay to win. You pay for visual things, but not for weapons. It's the good kind of free to play like dota 2 and team fortress 2.

You can technically buy weapons which can be arguably 'pay to win' when the weapons that support your play style are being sold while a weapon that supports someone else's play style is the free default weapon.

However the game is free. You pay $7 for a weapon you like instead of $50 + a monthly fee like the original PlanetSide, suddenly the argument becomes a little ridiculous.

All weapons are accesible without spending real money, but you can spend money. Premium increases the gain of the ingame currency. Not all Free to Play games have the problem you describe. You just judge like such because you saw probably 2-4 games that did this.
