In the first game? Nothing. Nothing in the second game either. However, you do have it in your inventory at the start of the second game, so it was presumably meant to be used at some point in one of the future games (that unfortunately never got made). The common assumption is that, in one of the later games, Ryo would meet the master who wrote the scroll, and that after that, Ryo himself would learn it.

i think ryos dad used this move to kill lan di's dad or relative or whatever and hid the scroll in shame or as a precaution

That move's called "mouko-kouhazan" (japanese) and it's from Bajiquan (Hakkyoku ken).
Write it on youtube and you'll find a video about akira teaching that move.

Based on Gui Zhang's translation, I've had a theory about this scroll for some time now. Pure speculation, but here it is: this scroll is actually describing the move that Lan Di used to kill Ryo's father, Iwao. My reasons:
1) Lan Di is Chinese, as is the scroll.
2) The name "Twin Fang Strike," or "Twin Fangs Strike" (the audo makes it difficult to discern which he says)...look at the position that Lan Di's hands are in when he does the move. They're both extended outward...like tiger fangs?

You also gotta consider Lan Di's father's style is Tiger Swallow Style. We can assume Lan Di developed it into what he is using now. It's either that or the Chiyoumen organization taught him a unique style.
