I just checked up on the vinegar with my parents. Apparently they bought the vinegar from Pathmart so it's normal 5% acetic acid vinegar. They just put it in a different bottle and told me that it's 20% acetic acid without telling me it's normal vinegar.
However, there is 20% vinegar out there as herbicides, gloves are recommended for usage. They sell them online and in states like Texas. I think it's not called 20% acetic acid because of the way it was made and what was it fermented from.

Wouldn't it just be a more strongly concentrated acetic acid instead of vinegar, then (considering vinegar is 5%)?

Yeah, normal vinegar is. My parents somehow got strong vinegar from their jobs or something.
