He forgot to say illegal guns? Well, he's the Mayor of Newark. Newark is in New Jersey. The assumption is that if someone is carrying a gun, there's a way to call it illegal: almost no one qualifies for a New Jersey concealed carry permit, and if they do, it's still hard to stay within the law. Besides, the guy with the gun might have hollow-point ammunition in there (illegal in New Jersey, standard everywhere else) or even a standard, unaltered magazine in a Glock, Springfield XD, S&W M&P.

this makes me sick. this guy should be tared and featherd and run out of town. what about the 2nd amendment.
It is my belief that the purpose of this program is to get people used to the idea that it is normal for the government to barge into your house, search you, and confiscate your guns.
With enough random informants they will have the ability to justify searching everybody and anybody.

The government is taxing away the money of the people at gunpoint, then offering the peoples own money back to them in exchange for the ability to infringe on their privacy.
How stupid are these people, to jump through a hoop and willfully give up their own essential freedoms for a pittance of their own money back? I have no respect for anybody who supports this.
