You see, it's a glitch when it happens on saints row. But, when it happens in GTA IV it's built in to the game.

@JustPlainAlejandro hey,thats happend to me b4 too! wat happend waz tht guy waz either hit in a funny way,and his arm got stuck in the car. Or you killed him,and he flew around in the car till tht happend

gta 4 doesnt have ragdoll it have euphoria is the newest physics engine in the next gen you can see videos about the euphoria engine in youtube

gta4=graphics, soundtrack and realism
sr2= fun (especially when ur high and want 2 laugh,
the only thing thats dumb about sr2 is when u play on hardcore the opposing gangs can take several headshots

gta 4= good graphics and higher ragdoll effect.
saint's row 2= fun with planes and full of funny stuff
both are enjoyable game :)

OK!
I think that Gta is probably better than Saints row 2... BUT...
Saints row 2 is Deffinately more fun :)
But overall there both great game ;]
