Any time a train comes through any station on a non-revenue run, they honk the horn to indicate that they aren't going to stop. I remember before they redid the PIDS in 2005, it said, "NEXT TRAIN NOT IN SERVICE PLEASE STEP BACK".

yeah. They've honked at me before when I've been a bit too close to the train but that was due to crowds. they also honk at Glenmont, Sliver Spring, Grovsner-Strathmore, and Shady Grove alerting passengers that the train is out of service.

They often do it if they believe someone is too close to the platform edge - in this case, they are probably honking at me...

to alert passengers on the platform. They usually don't do it if it's not a major station, but they sometimes do it just because they feel like it

Indeed. I knew I was sufficiently far back, and so I could stay where I was and be just fine (I was just behind the bumpy tile).
