@HolyMarluxia Magic outside of school is strictly prohibited. It doesn't matter that the Dursleys' were aware of his heritage, there are laws to follow. Of course the Ministry of Magic, at this time, weren't on kilter, but the letter was sent to Harry in front of the Dursleys' purely because they knew he was a wizard, and the Ministry was aware of this. If he were to do it elsewhere, with those who didn't know he was a wizard, it would be completely different.
