DISSIDIA: Kefka versus Ultimecia [Seifer's ghost]

Why does Ultimecia suck? I am terrible at Kefka and she couldn't land a single HP attack even with 9,999 BRV. What are you doing in this game Ultimecia? How do I know if you're serious?
