When Gulf War I ended, The United Nations along with Iraq and The US signed a Proclamation stating that if Iraq DID NOT allow nuclear inspectors, or turn over documents tohidden weapons then, they would be subject to a fight. Hussein never followed what The UN filed. He was not in compliance. Bush was just following orders of The proclamation. I believe #1242
