@Tmathh I've read a good portion of the manga Gintama and it seems to be mostly a gag manga/anime. There is a bit of fighting in it, and around that time is the only time the story seems serious. I suggest that you look it up on Wikipedia to get a better idea what the story is about or just message me and I will be more than happy to go into further detail about the plot then I can get in this youtube comment.

@trentonluver13 he didn't it was in the benizakura arc...that guy with the glasses fought him...and he thought he beat him, but he didn't :D...so he cut of his hair as like a trophy...but the episodes after this arc his hair was back to normal ^.^
