They flubbed up on their research here. I think that 1997 flood image is of Grand Forks, ND--not Fargo, which was much, much worse than the flooding in Fargo (proper) is today.
The downtown was decimated and fires tore through many buildings...

sorry to hear that. if its any consolation our house was flooded by hurricane gustav 03 september 2008, so we kinda know what you're experiencing.
