Yeah but Cabaret Voltaire from the 70s and early 80s sounds a lot different to this. They went in a direction similar to DAF and Art of Noise then. And yes you can hear CV influence in Art of Noise, it is possible for both bands to influence each other

Any real electronic experimentation that happened in U.S/ Can happened because of influence of UK experimental groups. I group them under that name as its how they all started.
Only real contenders that I really think of (probably missing 1-2) were Skinny Puppy & Tackhead.
Ministry also majorly ripped off Skinny P
industrial rock (lazy american term)..Killing Joke first developed the style

Al invented nothing. Chris Connelly mentions in his book Al was crazy about CV, and Micro-Phonies specifically. I like Twitch, but no way it gets anywhere close to Micro-Phonies
