To tell you the truth even the people are responsbile for having corrupt leaders, be Jordanian or Egyptians. Because a Muslim not suppose to live under oppression for so long, either you leave that place or revolt againt it. Take oppression is a sin as well.

Imagine a country like Pakistan, they sacrify their own economy to help Afghan Mujaheedeens againt the super power of that time the soviets, and even now Taliban having a stand againt US thanks to Pakistan and its diplomacy beside supporting Kashmir on the other side of the border. Even with all that baggage they still able to develop nuke. If Pals were having border with Pakistan the issue would have been resolved long back.
