It is kind of deja vu that they mention gas taxes being misappropriated because I just signed a petition to put on the ballot a proposition that gas taxes be used exclusively for transportation issues. The constitution gives the federal government the right to regulate interstate commerce, so the city counsel really is helpless, but that doesn't mean they have to roll over either. Making a big public stink about taxes/tolls is a lightening rod issue that losses votes, so they do pay attention.
