While MP-AT can detonate inside of a target all it can do is drill a peice of metal into a target deeper this is because HE-OR STILL relies on a shaped charge. And shaped chages focus the lion's share of their energy directly forward which makes them ineffective against structures. Also the whole weight of a HE-OR round is only 25 pounds,nothing like M123's 64 pounds.
