I also have that same monitor and it does the same thing. Turns on and off and I hear a high pitched whining noise coming from the power supply inside. I took it out and all the capacitors are bad and have bulging tops and one even has the bottom rubber starting to come out.
I'm going to replace all the capacitors and hope it works.
I ended up selling it on E-bay. Looked into fixing it. thought it was going to be the power supply, and the price of a new power supply was too expencive for that monitor. better off buying a new one.
You monitor likely has some bad capcitors. Electrical devices have componants that help turn AC current into DC current. ONe of these devices are capacitors. Caps also provide filtering, and high currents for split seconds. When the filter caps go bad the power supply becomes unstable and the circirty shuts off, then turn on, then shuts off, then turns on. Each time turning... it gets unstable and turns off. have the caps replaced

This monitor haves damaged capacitors. If you replace it wou will fix it.
