That was taken from Uri's story documentary "My friend Michael JACKSON". That was when Michael was in UK, where he gave that speech at Exeter City. That boy was a disabled kid who managed to slip between the bodyguard's legs and jump up into Michael's ams. Michael hugged him tenderly and told him "I love you". You can see the whole documentary on youtube just by writing "My Friend Michael Jackson Uri's Story".
