Technically, no. The first station to use this schtick was WLUP in Chicago, but the producer of that commercial continued to sell the format across the country. So not a ripoff, just the creator realizing he had something that worked and he marketed and sold it well. Detroit, Chcago and LA for sure had pretty much this same exact commericial. Different models, but always the lipsynch songs and the "remarkable mouth" line at the end.
I agree this is one of the best commercials ever made. Thanks for saving it and for showing it on utube.
