As weak as the Shadow Dragon Sage was, Omega Shenron was a great final villain. He looked like the Devil, his Funimation VA sounded like the Devil, and he was the evil personification of the very Dragon Balls that the characters relied on and took for granted (and the audience took for granted, too). While Dragon Ball GT had a lot of oddities, plot holes, and just general problems, they made a great final villain.

When they fuse it not only combines both of there power levels but it makes them fit perfectly together so they can utilize the power and stay in perfect sync. which makes them way stronger than if they were both apart. plus the fusion dance is magic which amplifies their power any way.
