Well, since you mentioned it, I see your point....but at the same time, during battle, I think it's really stupid to have two of the same move.
Personally, I think they could have given Shang Tsung a better move than that switch places move. Remember that move he had back in MK3 where he lifted three fireballs from out of the ground? They should've brought that back for him. That move was cool and would have looked AWESOME in 3D! =)
