I put an explosive kitty on the trap door near Armstrong.Then i hit the enemies with tranquilizers.That way no new enemies appear. While the enemies sleep i crouch down to the nearest steam valve and wait for the midget to come up through the trap doors and shoot him .This makes it easier. But it could take several trys on super spy level.
