@Ichvyenichalster even easier actually. It's "zoomed keyframing". take the footage into premier pro or whatever editing program you use, and cut a series of 1 frame long cuts, zoom in the frame by a little bit and alternate between frames. Voila.

@FlopsyDiggins Films the take from one angle, then from another very similar but different angle, and constantly switches between the two. In that case he put the camera forward a bit.
