according to wikapedia, Ha say Fu means 4 lower provinces. I am a bit confused, who is the head of this system? I am interested in learning more.

It was developed in ha say fu village in southern canton province in China, although I am uncertain of the time frame. It is known commonly to be an assassin's art in southern China, with a lot of no nonsense breaking and stomping techniques, and harder chi kung than the father system it stemmed from (Hung Gar). As far as I know, there are only two schools that practice it, one in Brazil (this one maybe?) and Shaolin Boxing Methods in Waukesha, WI, USA. More may be out there... I don't know.
