That's a 16in floor tom with the Pearl JG16 Jungle Jig floor tom to Bass Drum converter Kit.
I have an Evans Bass Drum EQ pad inside. A small pillow or blankets works well, but it's easy to over muffle a drum that small. The larger side of the EQ pad is against the batter side head and the smaller end is lightly resting against the resonate head.
