So I think this is all pretty self explanitory but just incase you're confused with the Tulio/Dr Facilier bit Facilier put a little spell on Tulio, sexed him up and Tulio remembered nothing, hence him being to Chel 'Oooo whos that fine piece of ass' and she's all like 'You've met him before moron'
