This seems superficial in that he was simply shocking upper management into considering another option. However, he was disrupting an enormous government project with legions of opponents who had no idea their aircraft solution was being replaced by one guy.

Regarding Boyd, your discription of him as the 'Modern equivalent of Sun Tzu' is entirely appropriate but not quite true.
I'd add a touch of Napoleon, Guderian, and Vo Nguyen Giap.

He strikes me as a hyperactive guy who thinks so fast that his mouth can't quite keep up.
A rapid mind is useful in regards to the OODA loop (though I probably would have called it SODA = Sense Orient Decide Act as observe tends to have a connotation of being visual related, sense however does not. Plus Soda is an easier acronym -- still a good concept which pretty much sums up all thought processes)
