@slitzkrieg I think it would be impossible to make a "perfect world". Considering Light's view of who's pure and who's not, every human is impure and evil. He wanted a perfect world using himself as a model of perfect human, and Light was becoming a sociopath xD
The only thing the police, FBI, and more did was prevent him of killing like crazy. But of course Light had a beautiful wish, and he did changes in the world, but the "whole new pure world" was just something that he couldn't create.
