The UCI is not in the position to ban on a large scale. That would mean commercial death. Contador and Ullrich are an exception to create the idea that the sport becomes clean and legal - but it is not and the majority of the field is doped.
It is not the question who is doped but who is NOT. As for tech skill compare him to others and you'll realize he's techn. inferior. I've been a cyclist for more than 15y as well and I can techn. ride better but his EPO fitness will smoke me ;-D happy roads!

I hope they ban him just as Contador and Ullrich. What a disgusting EPO diva he is.
He's not even a good cyclist - technically sloppy - that is why he falls where no one else does.
