Hokkaido's a famed place of tourism and northern fox research. There's nothing wrong with these foxes. It was also mentioned in the famous japanese movie 'Helen the Baby Fox'

@XxAmayaSanxX Tanukis are RACOON dogs, not fox dogs. These are domesticated foxes, they have been bred as pets, this breeding has resulted in the colour change in their coats, which they are also now bred for.
