i can use the emoji on the ipod touch when i go into the notes section.. but is it normal not being able to use it under the mail section?

if you had a iphone4 or 4s or ipod4 u didnt need to install it you just had to go to settings - general - keyboards - international - add new keyboard - emoji like so everyone can see
