I reckon that Nigel could be that brown noser type in certain workplaces who managers fast track, you know, the 'chosen ones'. The narrator is a spokesperson for the work managers who select who will be promoted next and elevated to their own ranks. It's general enough though to relate to any sort of workplace - political parties for example.
