i run this at maxed out settings on a amd64 dual core 5200+, 3GB PATRIOT ddr2 ram, GIGABYTE Nvidia 9600 GT. The game never drops bellow 30 fps. I say it's one of the best optimized games of the year.

I'm not sure if it will be smooth, but the game utilizes multi-core CPU's well, and there are quite a few options to tweak including vegetation complexity and physics; so you might be able to still retain some of the graphical effects at the cost of simulation features.

You're above the minimum requirements, but only just; you'll probably have to turn down a lot of the graphical settings and resolution.
