Remember, despots (shadow gov) will typically setup a state ideology and worship a figurehead Emperor-Gd King Obama. Then setup secret camps (gulags) to contain their dissidents (who will eventually die). The people will starve because the farmland will be used to grow and export narcotics. Only the approved state parties (one party) will live in comfort along with the acquisitor (wealthy) class who keep the system running with their silence and self-interest.
