He can continue to operate because faith and law don't intersect. As long as he bases everything on intangibles of belief (e.g. God can erase your debt) and doesn't make any selling points which can be challenged by sanity and science (he says your debt will be erased by God, but not WHEN or HOW), then he's untouchable. Law does not intrude on spiritual faith for good and sensible reasons, but unfortunately it leaves the door open for Popoff and similar.
