...I didn't think this was possible, but my city that has 320,000 people did have over 380,000 and smaller cities have no problems with RCI demand. What is going on with my big cities?

I have a very complicated question (for advanced users only) relating to SimCity 4. I have a very well-established region of over 2.2 million people with several large cities. My two largest currently have populations of over 260,000 and over 320,000 respectively with overmmercial and 50,000 industrial in both. Lately, the RCI demand has been negative for most areas but high-tech industry or low-medium wealth commercial services. But the past 2 days ALL 13 bars on the RCI demand are NEGATIVE!...
