    The ATIS probably reported a very low RVR when they were on the initial approach. It doesn't look like a busy airport so it probably wasn't updated frequently so they set the Baro Mins on the initial approach. Just a theory.

    he has them on, but they are light gray so due to light effect in the video, you are not able to see them, to spott them i had to look in closely

    Not sure why it was set to 20ft. But as this seems to be a visual approach there are no actual 'minimums', as such, since they should be visual with the field for the whole approach.
