Of course it's an overstatement. It's less of an overstatement to say that ghosts are almost always "seen" under less-than-perfect optical conditions though (not only in peripheral vision, but in low light, in fog, or when vision is clouded due to intoxication or sleepiness).
And I feel comfortable generalizing that "ghost" experiences are not reproducible under laboratory conditions.

to the peripheral comment: While it's prob. true to say more people see things out of the corner of their eye (ex. unexplained shapes) there are many examples of people seeing ghosts straight on. Also, if it's more than just a glimpse of a ghost that a person gets- which isn't unheard of- then even when spotted out of side view, one would have time to turn around and inspect it. You say that it seems everyone sees ghosts from the peripheral view, but everyone is a gross overstatement.

Clothes on intelligent hauntings- ghosts being energy, I assume energy could take different forms & shapes, so perhaps part of them forms into clothing shape because of their desire or memory. Ex. Many people are too modest to want everyone to see them naked. There is a belief that we put energy into everything we touch, as well, so people would give off energy into their clothes if this is true- in some cases, maybe it's not the clothing's "soul," but collective energy from those who touched em

There sometimes seem to be phantom objects during poltergeist activities. Some people would say these ghostly objects are other dimensional objects, not ghosts. As for clothes.....I have no idea. In residual hauntings some might argue the ghosts are some sort of recording replaying, recorded and replayed in a way we don't understand- also, if they are just psychically picked up glimpses of the past, that would also explain clothes. Also, why do "ghosts" all seem to wear clothes? If I burn up a milk carton, will I be haunted by the ghost of the milk carton?

Why does everybody seem to see "ghosts" out of their peripheral vision, the part of our vision that's most vulnerable to ultrasound and temporal lobe interference? The story doesn't surprise me at all, and it's clear from the way you tell it that you didn't see it clearly (which is why you confused it with your mother before you realized she was in the other room) and your mother's description may have filled in the details in your mind (coalescing into memory).
