Easy? Not exactly, the photo requirements alone are confusing for many. The process being only on line may be fine for the State Dept, but is daunting for foreign visitors.

Having a hard copy set available would simplify the process and reduce errors and start overs.

Customer service is all about the customer, not the provider.
