So we can only make 12 frames and make 2 of each frames and film it stacked one after uts twin right? so what will happend if you use 4 same frames ,that will be 6 drawing a frame lot easier but what will it look like crap?

Yes for two's you repeat your image twice so you only have to make 12 images for one second of film (24 frames). So if you use fours that will mean you only will be using six images in one second. So yes the less images you use in a second makes the animation more crude. Ones is most fluid but usually overkill, twos is used for most full animation. For pose tests, and to get an idea of your timing before inbetweening ,you use 4's, 6's , 8's or whatever.
