Barney was setting them straight they really were using Robert's Rules of Order quite badly.

I'm told it's supposed to be mocking the Republicans. Frank claims they are not following procedure absolutely correctly. I just don't see why he simply couldn't answer the question instead of droning on and on. I'm sure the Republicans know parliamentary procedure, all they were asking was a simple question. He could have simply answered a quick "yes" or "no" and moved on. Instead he's an idiot and wants everything to be followed to the dot. No one will be shot for no exactly following it.
