Actually like Frank or hate him, he was correct on every point. It was the other Representative who either didn't know what he was doing or was hoping Frank wouldn't catch on. Young yes... but Points of Order and Parliamentary Questions imply their purpose in the name. He knew enough to use the phrases but not understand what they were for?
