it dose not give harbor to anyone. if you pay attention to the guy who was giving speeches about it in 2011 he was talking about people who where brought hear by thier parents before the age of 16 and they would have to graduate high school. and he also mentioned how they were not trying to harbor anyone with a criminal record.

Illegal children are their PARENTS' victims, not US citizens'. I am adamantly opposed to the DREAM Act, regardless of its limitations. Wetbacks do not deserve rewards because of their parents' wrongdoings.
