Jessica may have a year on Tara, but Tara has a lifetime of rage and cage fighting under her belt. That girl knows how to survive. And besides, I don't think Jessica is the type of person who'd intentionally kill someone. I think she really does want to look out for Tara.

They can glamor any human aside from those with fae blood. I think as long as they are human (including shifters), they can be glamored. I think the only reason Fae cannot be glamored is because it's a natural defense mechanism. Think of it as an evolving surviving trait - their blood is very desirable and they cannot outrun vampires, therefore, defense from hypnosis seems quite fitting.
