To operate lights while driving you need a servo and 3ch radio. mechanism is very simple built. I belive there are tutorials on youtube by other members. I did this few years ago, and this wasnt finished product. I dont have rc car anymore.

You just take one tube and mount it on the body. Take smaller tube and put it inside and connect it on the micro servo and light buckets. Thats it.
