Russia created bioweapons during the cold war. They cheated continuously from its beginning. International treaties have not worked in the past and will never work. In times of war, a treaty will not stop anyone from building and deploying nuclear weapons.

"Zero is the safest and most secure number of nuclear weapons." False. The knowledge exists, and that fact will not change. Any country can build nuclear weapons if they have enough time and money, and that cost is decreasing as technology progresses. Soon the point will be reached where any country can reasonably build them. It's not feasible to expect zero nuclear weapons, since one country will be willing. What's important is that we're prepared to respond, and the only response is nuclear.
