photo made with big exposure and ISO, and if you draw the line from the light at the left side and towards to that green dots, you will see that it is just reflected lights, may be from windows, may be from light. you caught them because of high exposure and ISO... Also, if you will pause movie at 0:06, when you see light very close, you can see only 4 lights, surrounded by ISO snow, and not any black body or something. I bet it should be some kind of dark shape or something.

ISO snow with film rated @ 800 ISO is absolutely wrong. Drawing a line does not support how street lights running East to West can create a reflection running north to south. Secondly, the physics does not support your inaccurate statement*.

ISO snow? What a Retard!
Go to NUFORC dot com and look up the year 2002 (July). My encounter was July 16, however; read the encounter July 20 at the US Capitol Building.
Green Object in the Night sky over the nations capital
The craft shot across the sky and looked almost like a green flare, it was very puzzling and this is the second time I have seen it in the past few months and 40 miles away my girlfriend saw the same event and the same craft and Identified the same object. 7-20-2002

If you knew anything about refraction in lens, you would understand that ground lights running east through west would leave a reflection also running east through west. Secondly you are clueless to the exposure values / ISO or technology used to render this image. Go back to school, your wrong and your assesment is reflective of what you know about photography, (very little)>
