Modifying your gamesave for Tropico 4 on the Xbox 360 is exactly the same as the method used in Tropico 3. This may is most likely similar across all platforms. Tropco 4's saves are zipped and you'll need a program such as Offzip and Packzip to extact and inject the zipped dat files.

ALWAYS, ALWAYS MAKE BACKUPS OF ALL OF YOUR FILES (GAMESAVES) BEFORE DOING ANYTHING!
PLEASE NOTE: We are NOT here to hold your hand or edit your gamesaves. That is what the tutorial is for. Otherwise you can use the gamesave we've provided.
WHAT DO YOU NEED?
* If you don't have these programs, ask your friend GOOGLE to find them.
1. Offzip and Packzip.
2. A HEX Editor.
3. A program for accessing Xbox 360 saves on a PC, such as Horizon or Modio.
4. A compatible usb drive used to store your Xbox 360 gamesaves.

TUTORIAL:
1. Copy your "*.sav" Tropico 4 gamesave from your Xbox 360 storage device to your computer.
2. Extract the contents of this file to a separate folder. The extracted file has the same filename as that of the main gamesave. Move this file to the same folder as Offzip and Packzip.
3. Open up Command Prompt by going to the Taskbar and typing in Command and clicking on the "Command Prompt" result.
4. You'll need to point Command Prompt towards your drive and specific folder where you have the Offzip, Packzip and the extract "*.sav" files. If you've never used Command Prompt before you can look up commands on the Internet for how to access different folders as drives.
EXAMPLES:
Switching to the desktop: cd/users/computer/desktop
Switching to another drive (type in the letter of the drive with a colon): C: F: G: E: D:
5. Now that you have Command Prompt open to the specific folder where your files are located you can now unpack the zipped dat files from the "*.sav" extracted gamesave.
In Command Prompt type: (The * is the number used in your save's filename). The information listed after "*.sav" is the location of where you want the extracted dat files to go. There are a lot of them so make sure it gets sent to a folder rather than just your Desktop. You need to put the "0" after the folder location.
EXAMPLE:
offzip.exe -a *.sav c:/users/computer/desktop/tropico 0
6. Here comes the tedious part. In order to find your money you have to do a ASCII text search for the word "money" through all the dat files until you find it and the corresponding HEX value of your current amount of money a few bytes past the HEX value representing "money".
The thing is, the specific dat file where this is located is always changing from save to save. So it's NOT necessarily going to be the same file every time. There are at least a couple hundred files to go through one by one.
When you find your "money" max it out to whatever you want, but don't go too high as you'll be making a lot of money on top of the amount you put in. Save your changes.
7. Now go back to Command Prompt and put in the command to Pack the extracted dat file back into the "*.sav" file.
EXAMPLE:
(the # represents the filename of the extacted dat file.) You list the offset first, which is the same as the filename of the .dat file but with 0x in front. Then put the filename of the dat file and then end it with the name of the gamesave.
packzip.exe -o 0x########## ##########.dat *.sav
8. Rehash and resign the file and if it worked, then you should have whatever amount of money you edited into the gamesave when the game loads. It won't immediately show the amount of updated money in the main menu when viewing your saves.
PLEASE NOTE: Do not build too many things and don't get your population too high. Your game and console will freeze. Remember to save frequently.
