mattmat4 is right!
plug in both cables or remove the power supply which isn't used and the fans will slow down :)

If you plug in both power cables it won't do that.
When only power supply is working it goes into a safety mode and protect it self it turns all the fans up to a 100%. It will also do it if a fan failed. I have four of them in my home data center.
