When pakistanis and indians came to settle in the UK it was used pejoratively as a blanket term for people from south asia. the fact that if often used by racist groups in chants and taunts such as 'Pakis out' implies that its more than just a shortening of the word pakistani and considering it was used as term of abuse that covered Indians and Bengali people too, it's refuted on that point too.
